Regardless of the steroid issue, does Mark McGwire belong in the HOF based on his stats?

Mark McGwire comes about as close to Dave "King Kong" Kingman as a player can get. Lots of home runs but not even close to 2000 career hits. McGwire's fielding percentage is impressive however. All in all I would have to say no, his overall numbers do not warrant the HOF.
